About the Call for Grant

The Internet Freedom Fund (IFF) is the primary funding mechanism of the Open Technology Fund (OTF), aimed at supporting innovative global projects that advance internet freedom, combat digital censorship, and enhance cyber-security. The fund focuses on the development of open-source tools, applied research into censorship patterns, and digital defense deployment to ensure safe, inclusive, and unrestricted access to global communication networks, especially for journalists, human rights defenders, and at-risk communities.

Eligibility

The fund features highly inclusive global eligibility criteria:
- Open to individuals (regardless of nationality, age, or residency), non-profit organisations, open-source developers, startups, and social businesses.
- Applicants from across the globe (including Kazakhstan and Central Asia) are fully eligible to apply.
- Exclusion: OTF cannot support applicants residing within countries explicitly restricted by U.S. Office of Foreign Assets Control (OFAC) sanctions.

OTF prioritizes projects submitted by first-time applicants, under-represented teams in the tech field, or those addressing severely underfunded digital safety niches.

Format:

Funding Metrics & Application Workflow

💰 Funding Amount:
Grants range strictly between $10,000 and $900,000. However, OTF's target ideal funding window is between $50,000 and $200,000 per project. Approved allocations operate as performance-based contracts, paid out upon the successful completion of specific, pre-determined deliverables.

⏱️ Project Duration:
Contracts are typically awarded for timelines ranging from 6 to 12 months, though complex initiatives can be funded for up to 24 months.

📅 Application Deadline:
No closing dates (Open on a rolling basis). Concept notes are accepted and reviewed continuously year-round.

🔄 Two-Stage Selection Process:
1. Concept Note: Applicants submit a concise operational overview via the online portal.
2. Full Proposal: Selected applicants are invited to submit a detailed technical project plan and budget breakdown for final board review.
